Dr. Upendra Nath Singh Elected President and CEO of International Lidar Organization, LaRC, NASA

In rare scientific achievements, Dr. Upendra N. Singh, a resident of Purnia district of Bihar and Chief Technologist Systems Engineering Directorate at NASA Langley Research Center was unanimously elected to be the President and Executive Officer of the international Lidar Organization, ICLAS for a six year.
This was decided during the recently held 24th International Laser Radar Conference (ILRC) held in Boulder, CO in July 2008.
The ICLAS is a nonprofit constituent Working Group of the International Radiation Commission. The ICLAS and its predecessor organizations have over the last 40 years provided guidance and support for the series of 24 bi-annual successful ILRC conferences in North America, Japan, Russia, and Europe and have showcased the exciting lidar developments and atmospheric observations by lidar scientists around the world. ILRCs highlight application results and recent technological advances in laser remote sensing of the atmosphere, ocean and surface properties. Suggested topics include but are not limited to aerosols and clouds, temperature and humidity, atmospheric trace gases and chemistry, air quality, bioaerosols, winds, transport processes, dynamics of the atmosphere, radiative transfer, radiation budget, space lidar, lidar networking, precision altimetry, and commercial lidar.
Prior to his election to the President of ICLAS, Dr. Singh served as a Working Group member of ICLAS for eight years (2000-2008) and co-chaired the 19th ILRC Conference in 1998 at Annapolis, Maryland. He is the Principal Investigator of the NASA’s Laser Risk Reduction Program at NASA Langley Research Center (2002-2008). He is an internationally recognized expert of lidar and has the distinction of chairing more than 25 international conferences in remote sensing area and has authored/co-authored more than 250 publications in refereed journals and conference proceedings. He is also an elected fellow of Society of Photo-Optical Instrumentation Engineers (SPIE) and an Associate Editor for Journal of Applied Remote Sensing.
Dr. Upendra N.Singh is a resident of Katihar district of Bihar. He is son of Prof. Ram Dahin Singh (Retired Principal and Head, Department of Commerce, D.S. College, Katihar. The Purnia borned scientist graduated was graduated from D.S College, Katihar, Post graduated in Birla Institute of Technology, Mesra(Ranchi) and then completed Ph.d from PhD, Physics, University of Pierre and Marie Curie, Paris, France. He joined NASA in 1996 but in a very short span of time, he acclaimed highest posts of NASA; he got many international awards in NASA for his outstanding work. Earlier he worked as Head, Electro-Optics and Controls Branch, NASA LaRC ,
Aerospace Technologist, Remote Sensing Technology Branch, Chief Scientist, Hughes STX Corporation , Principal Scientist, Hughes STX Corporation , Assistant Research Scientist, University of Maryland, Research Associate, University of Maryland etc.
Recently he has been selected as member of (25 member) Global Core Scientific council member of BiharBrains (www.biharbrains.org ) and also been invited as keynote speaker in Second Bihar Science Conference,2009 which is scheduled to be held on Feb 12-14 at Patna . This conference is being hosted by Magadh University at its PG center of College of Commerce, Patna.
