Outcome of first global chat/discussion on Scientific Commiittee

We had a global chat on the formation of Scientific Council in Bihar under the umbrella of Biharbrains.
The following people were involved in the chat/discussions:

Keeping in line with the aims and objectives of the Biharbrains for scientific developments in Bihar, it was decided that the Scientific Council should take into consideration all streams of science.This is broadly classified into 5 streams as per CSIR, Govt of India, viz; Physical Sciences, Chemical Sciences, Mathematical Sciences and Computers, Life Sciences and Earth Sciences.

The followiing main points were discussed and agreed upon:

1)The core Scientific Commiittee will comprise of 15 members from India in general and Bihar in particular.Each stream of science will have no more than three members.10 more members (preferably 2 from each stream) from foreign countries will be a part of this commiittee.
However, other people are welcomed to be active member of the scientific committee to help the core committee with valuable suggestions/criticisms for the development of Bihar.

2)The core committee will be presided by Dr.J.Thakur (Physics Dept, Patna University).

3)The selection of the other committee members will be done in the next global chat meet after discussing with the president of the committee.This would be solely based on merit, experience, commitment and dedication of the fellows.

4)The minimum educational qualification decided for the core committee members is a PhD. However, non-PhDs will also be considered based on their academic profile, interest in the persuits of science and committment to work for creating a scientificresearch environment in Bihar.

5)The names of the selected final core members will be finally approved in the 3rd or 4th week of November in the Science Congress going to be held in Patna during SciFest 2007.The group will be notified about the selected members prior to that so that people can give their feedback before the final approval.

Group members are encouraged to participate actively in the formation of the Scientific Council with their valuable inputs.

Proceedings of the Meeting of Action Committee

The meeting was held in the chamber of Dr.J.Thakur, Former Vice-Chancellor, H O D ,(PHY) P.G, P.U, starting from 1 PM and continued till 4 PM. The meeting was attended by the following personnel.

Excerpts from the meeting

At the outset Dr. Verma welcomed all the members present. Dr. S N Guha was contacted it was informed that he had been in the meeting some where else with the authorities of Govt. of Bihar hence he was unable to come. Dr. Dolly Sinha had a class during the day hours so she could not spare time. However, Dr. Verma appraised the agenda of meeting to all the members present.. Dr. Thakur said that the efforts of Bihar Brains in this direction has been continuous but as ill luck would have it , we did not get fruitful results.

Dr. Verma said that it has been proposed by the Global Chairman of the Bihar Brains to send a letter to all Members of Parliament for their endorsement of our demand for IISER and to give pressure on the Govt. A letter has been drafted by Chairman of BBrains Development Society.. The said draft letter was shown to all members. Each and every member read the draft letter. Dr. Rajmani Sinha and Dr. R.K Sinha said that simply writing of letters would not fetch the desired result. We will have to take support of high weight politician Like, Shri Laloo Prasad Yadav, Shri Ram Vilash Paswan, all Minister of Govt of India from Bihar , Shri Nitish Kumar, C M (Bihar).

Manager operation of BBSC, Shri Sandhwar, at the instance of Dr. Verma placed the print out the message in which it was mentioned about apathy of Govt. in response of the question raised in the Parliament by Shri Ram Kirpal Yadav. M.P (R J D) step motherly treatment of Govt has been condemned by all.


Dr. R. K sinha suggested that we should target one person/ some important (politician) who may be persuaded to push the project as it was done in the case of setting up of NIT. Dr. Verma concurred with his views and said that sustained effort is required. Members suggested that Shri Ram Kirpal Yadav M. P should be contacted afresh by B.B delegates and request him to move the matter with the help of his colleagues. The M P should be made fully appraised for the need of opening of IISER in Bihar and to make him convinced for the same with all justification and arguments. A suggestion emerged that a letter be drafted in Hindi addressed to Smt Sonia Gandhi and Dr. Manmohan Singh, P M which may be signed by all Members of Parliament from Bihar. The proposal was accepted by all. It has been decided that contents of letter already drafted in English are adequate which may be translated in to Hindi. A delegation of the action committee of IISER should meet Shri Ram Kirpal Yadav after seeking his appointment when he is available in Patna. It has also been decided that the Delhi Representative of Bihar Brains should be requested to keep watch over the progress. Dr. Rajmani Sinha further placed his views that let the NRIs of Bihar take a lead to start the establishment of IISER or similar R& D centre with support of their financial help at first instance so that base for our demand from the Government may be established. .He quoted example of Orissa and other states . A message with this objective should be sent to all concerned through BBrains Development Society by its Global Chairman..

2. Coming to the second agenda of construction of a Scientific council .of Bihar, Dr Verma placed that local level Scientific Council be formed under the leader ship of Dr. J Thakur . The proposal was accepted by the members. Dr. Verma further requested the members present to become the members of the Council and to give some suitable names of R & D personnel who may be enlisted in the Council In response to his request following names have been suggested for addition in the list of member of Scientific Council .

It was also suggested by the members that a Seminar of all personnel engaged in active Research and Development in any field of Science & Technology be organized by the Bihar Brains Scholastic Centre. Dr R K Sinha added that In that Seminar Dr Hussnain should be called to preside. In order to have full data and details of such persons, it was proposed that a list which has been recently prepared by the Govt of Bihar be obtained with the help of Principal, Patna Science College.
The proposal has been accepted by all the members. The Venue date and time of seminar required to be fixed with due consultation with appropriate committee of BBSC and BBrains Development Society.

3. On the third agenda of the meeting. For Development of BBSC as Gyan Kendra with help of DST Govt. of Bihar. .Dr Verma . Explained the objectives of Gyan Kendra to all and sought their opinion. Members were of the opinion that we should select one or two objectives for its implementation to start with. Manager Operation of BBSC appraised that BBSC has received a positive response from the Principal Secretary of DST of the Govt of Bihar who has given consent to BBSC to provide space of 6000 sq ft at Mourya Lok Complex provided a complete proposal. is submitted to them . Dr Verma said that BBSC has developed a proposal to open an Authorised Training Center of CDAC,. For Chip Design Training, VSLI courses. . The civil and financial outlay of the proposal is to be designed and prepared
Dr Verma explained the validity and viability of the project. A doubt emerged in the meeting whether ATC will be able to issue Diploma which would be acceptable & valid commercially. It should be ascertained whether such of type training institute requires affiliation from University system of A I T U C

In response to the doubt raised by the members, Dr Verma explained that CDAC is recognized Institution by the Government of India, so there may not be any problem for validity of its diploma.

Dr B K Sharma that representative of Ni2 Logic Pune , had come recently and given demonstration of their product of chip design , micro and other thing related to the proposed training programme. He said such seminar and demonstration may be conducted in future also.

In the end it was decided unanimously that a full and concrete proposal for opening of Authorised Training Centre of CDAC should be prepared by BBSC staff with input from their authorities and put before the committee in the next meeting before its submission to D.S.T,.Bihar.

Since there was no other agenda the meeting ended with thanks to chair.

Our responsibilities.

Dear Friends,
Now that we have decided to participate and contribute in whatever way we can for the development of our motherland in general and Bihar in specific with our acquired knowledge, I would like to draw your attention on some of the basic things.
Since we have volunteered to help our people, set up scientific environment in the state without any selfish motive of personal benefit, we must stick to it and live by examples.This would help us inspire many more people who feel the same but are looking towards us for guidance/leadership.In this modern world with so many specialization, it is difficult for anyone of us to have expertise on all subjects, so I would like to request people from all walks of life with any expertise they have to come forward and contribute in full swing.Its our responsibility to be the lighthouse.Its our responsibility to demonstrate to the world about the truth of Bihar. Bihar is not what it is portrayed either by media or people from other states with little exposure. We should rather be proud that we show extreme diversity from rickshaw pullers on the streets of Kolkata to Chandigarh to being the most influential and honest IAS/IPS officers from Chennai to New Delhi.
Even in the scientific arena, Bihar is the leading player though this is not highlighted by the media.Let me site one simple but great example. The Govt of India started the Shyama Prasad Mukherjee Fellowship in 2001 under CSIR(Council for Scientific and Industrial Research), the main funding agency of Indian science.This fellowship was started to stop braindrain. So, the govt decided to make the selection criteria very strict.Only the top 20% of those who clears the CSIR/JRF/NET are eligible to sit for this exam. Though the Govt decided to give this fellowship to a maximum of five candidates in each field (Physics, Chemistry, Biology, Maths and Earth Sciences), till now the limit of 25 has never been achieved. To give you the conclusion in a single sentence about this selection, it is suffice to say that the ratio of those who sit for this exam to those who clear it eventually is 1:10,000. Even then, you will be astonished to know Bihar ranks among the top three states in terms of those who have been awarded this fellowship. Infact, the first two SPM fellows out of four awarded had their roots in Bihar. You people can log into the CSIR website to have more information about this.
So, all I mean to say is that all we have everything we need.All we need is to create the conducive environment and lead by examples. Even before we really get our IISER or any other institute we need to change our attitude towards our fellow beings.We need to put the welfare of our state and people first before allowing the selfishness flash in our mind.We need to become more professional. Just HIRE and keep the BEST and FIRE the REST.
My dear brothers and sisters, lets be united and put a joint fight.This is just the beginning. We need to transform the thinking of not only others but our own people too.The responsibility of creating a corruption free state rests on us.If you think YOU CAN DO THIS, JUST DO IT. If you think you REALLY EDUCATED and not just a literate with a degree of FRCS, PhD, MCA, MD/MS, FNaSc, DSc etc, am sure you will take this challenge and live by examples. We have no right to complain about corruption, lies, cheating, literacy, bad shape of our society or state if we don't care to do anything about it. Big lectures or talks are not the solution to our problems.We have to JUST DO IT to make our point. If I can do it, I am sure YOU ALL (much smarter than me) CAN DO IT.

Scientific Council of BiharBrains is in the stage of formation

Dear Friends,

The International scientific Council of BiharBrains is being formed with the aims of

1. Providing guidance to BB Society to start and execute the
scientific projects and help/support at any stage of the
execution of the project .

2. Providing Guidance ,support and consultancy to Bihar Govt.

3. Recommendations to start international scientific journals
and formation of editorial board of those journals.
4. Providing guidance to youngsters in their career buiding
process and help in their research projects

5. Building Research and Scientific environment in the state.

We do hope, we will be successful in our mission.

Suggestions,feedback ,comments and contributions are needed from every quarters .
